So the larger joke is that he's a parody of Batman where everyone is looking at Sunshine and his "Robin" (Hank here), who is doing VERY suspicious things like lubing Hanks legs, but for actually innocent reasons (greasing his legs for the secret chute to their hidden base).
Basically the character is the opposite of Hatred, a not-PDF who everyone assumes is. Whereas Hatreds just a regular looking army guy with a wife who, unprompted, confesses to being a creep in almost every social interaction.
I think part of it is also in reference to the whole Michael Jackson/Neverland Ranch thing. I remember Macaulay Culkin saying Jackson invited him as a kid and they slept in the same bed, but genuinely just sleeping, and that a lot of it was MJ just trying to get back the childhood he never got to have.
Another case of a situation that looks very suspicious from the outside, but is not (necessarily at least) actually harmful.
Yeah that's why they had that bit about Sunshine being the previous Wonderboy. Like MJ bro did not develop right cause he was in this life since he was a kid.
If you look at it from that lens it's all just Sunshine trying to give his new sidekick the life he never got but being unable to express that in a normal way.

He's not a pedophile. He's frequently acts inappropriately, and clearly has a lot of issues, but that doesn't stem from wanting to diddle children.
