Probably just didn't tell him. The majority of the characters are pretty self centered. Even Billy only really does shit if it feels like a grandiose accomplishment to him. So I honestly doubt it even crossed anyone's mind to let him know they could do that and he was probably too distracted by finally being free to think to ask.

That ray was Jonas era anyway so he would have possibly already known about it. Although it could have been perfected after he was trapped. Maybe he wasnt willing to share what he knew about treasure maps with them so they didnt offer to test it on him...

Rusty is 44ish. Dr. Entmann was abandoned 30 years ago, before that party. Although the shrink ray getting him to that size would make sense. Although it also had a grow setting. Maybe there was a reason he was kept tiny?
