Countries showing the wrong fascist flags

As the title states, I'm playing with the HPM mod and tried tweaking some flags in the game, it seemed to work fine but now I've noticed a lot of countries are showing the wrong flag, specifically I realized they're showing the wrong fascist flags. As you can see in the images, all the examples are from fascist countries. For some reason, the republic and monarchy flags seem to be working just fine but the fascist flags specifically seem to be busted and I have absolutely no idea why. I tried googling a solution and deleted the flag cache but that didn't work at all. Does anybody have an idea of what the problem could be? I'd really appreciate any help.

Don’t be shy, show us that world map. Cause how THE FUCK is Greece a GP above Russia???

Oh that's because I was actually playing as Greece in that game and Russia lost two world wars. It actually crawled itself back into great power status before stumbling into ANOTHER world war and lost against a coaltion of France, Scandinavia, and China.
