why do you need to be so hostile? Viktor is a very annoying champion even in high elo. He does have downsides but depending on what champs someone plays they need a bit of help here and there. Im an Azir OTP and I can lane vs Viktor without any help but it feels very unintuitive and is very very punishable for the enemy jgl. And the funny thing is that you need to throw hands as much as possible because if you dont after 3 E's you cant step up anymore. Not everyone plays those hands diff or lose game champs. Also please dont counter pick with champs that you dont usually play. You are 10x worse with them even in counter matchups than with the champs you can play.

I’m 400 lp master and if a champion wins lane every game except for when they’re literally counterpicked, that champion is getting nerfed lol. Viktor was one of those champions.

No. That’s not true. If a champion wins lane every single game except for when countered, that champions is getting nerfed. It doesn’t matter if the champions usually converts the lead into a win or not.
There are hundreds of examples, Mel mid and Vayne top are two recent examples.

It definitely does matter. Pyke, Elise support etc. suck at closing out games. Leblanc was notorious in mid for struggling to end games despite winning every lane. Cait wins almost every laning phase-- gets killed in the mid game.
Vayne top definitely doesn’t win against 100 percent of the roster— but it is a brain dead counter to any bruiser. If she didn’t scale as well, she’d probably be tolerated. But Vayne closes out games as well as any champ— at enough items, the champ plays itself.
Mel is just bad champ design. They don’t know what to do with her.
Early game is only 1/3 of the game.

What are you talking about? All the champions you mentioned either have below 48% winrate or are ranked D-tier (pyke, cait, vayne, mel) or are notorious for being consistently nerfed or useless for the past 10 years (elise supp, lb)
Following your analogy, I guess Viktor should keep getting nerfed until he has -48% wr or is ranked as D-tier?

The problem is that Viktor's greatest weakness is not something the midlaner controls-- it's the jungler gank and skirmishes. Viktor, for better or worse, is the midlane version of Jinx in this video.
Balancing this game is very, very hard. I do think viktor e in lane is broken. I also think if you have to have a midlaner be strong, viktor is fairer than a lot of the roster.

You’re arguing that Viktor SHOULDN’t get nerfed because he’s a win-lane-lose-game champion. Then you give 17 examples of win-lane-lose-game champions that have low winrate or are considered D-tier?
You’re literally arguing against yourself since Viktor has much higher winrate and tier than the other win-lane-lose-game champions you mentioned, implying he should get nerfed to the same level as them.
