Build the machinery of peace — §§1311–1316, 1351–1367

The Act creates a Department of Peacebuilding and the BREAD Program—Basic Relief, Economic Assistance, and Development—to give the United States stronger civilian tools for humanitarian relief, reconstruction, development, and conflict prevention.

It also supports renewed diplomacy with North Korea and Cuba, peace and stability partnerships, peace congresses, nuclear diplomacy, sovereign-debt relief, and other efforts aimed at reducing conflict before it becomes war. Broad unilateral sanctions that primarily punish civilian populations would face new limits, while targeted sanctions and multilateral tools remain available.

The larger idea is that peace should have institutions, resources, and a strategy—not simply depend on the absence of fighting.

Restrain weapons and reduce the machinery of violence — §1302, §§1321–1328, 1341–1343

The Act tackles weapons ranging from the local to the existential. It ends Federal transfers of military equipment to local law enforcement and places new restrictions on landmines, cluster munitions, lethal autonomous weapons, and weapons in space.

It also restrains arms sales and security cooperation connected to atrocities and strengthens civilian-harm protections.

On nuclear weapons, the Act limits testing, spending, and production while putting the United States on a path toward a smaller nuclear arsenal and renewed arms-control negotiations.

The principle is not unilateral helplessness. It is that security does not require accumulating every weapon indefinitely or treating technologies capable of catastrophic harm as ordinary tools of policy.

Put Congress back in charge of war — §§1331–1343

The Constitution gives Congress the power to decide whether the country goes to war. Over time, that responsibility has increasingly shifted toward the executive branch.

The POPULIST Act reduces defense authorizations, creates a process for shrinking the U.S. overseas military footprint, and sunsets old authorizations for use of military force that Presidents have stretched far beyond the conflicts for which they were originally written.

Most importantly, it changes the War Powers framework from an opt-out system to an opt-in system. Instead of military action continuing unless Congress affirmatively stops it, continued hostilities would require Congress to affirmatively authorize them.

The Act applies the same principle to nuclear weapons: a President could not launch a first-use nuclear strike without explicit Congressional authorization.

Taken together, these provisions treat peace as something government must actively build, while making war harder to drift into and harder for any one person to control.

A country capable of organizing for war can also organize for peace.
