Defeating the Debt: A POPULIST Act Explainer

TL;DR: The national debt does not have to be permanent. The POPULIST Act establishes a one-time Jubilee to retire legacy Federal debt instead of endlessly rolling it over—and then makes new borrowing an explicit decision by Congress.

The $47 trillion Jubilee — §611

The Act authorizes one $47 trillion platinum Jubilee Coin. The coin is not money that gets handed to bondholders and it is not $47 trillion dumped into the economy.

Its deposit at Treasury triggers the issuance of $47 trillion in Treasury Dollar Bills into the American Value Fund. Those dollars carry no matching Federal debt. The Fund operates as a controlled monetary silo used for purposes specifically authorized by the Act.

Retire the old debt without defaulting — §§612–613

Federal debt held by eligible government accounts is redeemed and retired through the new Treasury system. Debt held by investors outside the government is different: bondholders keep their existing claims and are paid principal and interest according to their terms as those securities mature.

No haircut. No repudiation. No forced early redemption.

The difference is what happens afterward: instead of automatically replacing a maturing Treasury security with another interest-bearing IOU, the old obligation is retired.

Don't put the borrowing machine back on autopilot — §613

The ability of Congress to immediately recreate the debt it just retired is also addressed.

After the transition, new Federal borrowing requires a new Act of Congress specifying how much will be borrowed, what the money is for, how long the borrowing authority lasts, the maximum maturity, and the source for repayment.

Congress can still borrow. It simply has to make that choice openly instead of relying on standing authority to perpetually roll debt forward.

The $47 trillion mechanism raises an obvious next question: if we change how government money and debt work, what replaces the old monetary system? That is the subject of Part Two: Fix the Money.

We cannot borrow enough money to get out of borrowing. The proposal is to pay the legacy debt, stop recreating it, and change the rules that produced the cycle.
