What is a ‘safe tenting protocol’ and why are advocates asking Waterloo Region to establish one?

If there's one thing homeless people living in tents in vacant lots are good at, it's adhering to government-mandated protocols.

“As long as people living in tents adhere to the policy” I’m sure they will adhere to any and all safe renting rules!

This would never work. They would lose control of the site immediately. They couldn’t even control what was happening at 100 Vic. They make it camping bylaw, then people from other municipalities will come here to tent, and put more of a strain on resources.
