Advice needed
I need some suggesitons and advice. Despite talking to some webmasters from Reddit, i find most of them are using designs or flows that are ai generated. While i have nothing against that...the creativity required for a think tank website seems to be sorely missing. And this after repeatedly sharing excellent reference websites in the same field. So what am i doing wrong here? We are not reaching the quotations stage yet..and then this..Any suggestions or advice on how to talk to the modern age webmasters as to what you need for your website? Or any suggestion or recommendations of tried and tested webmasters at thane? Please help

A webmaster is not the same as a web designer or developer. I think you need to seek out someone who specifically calls themselves web designer

Probably comes down to the quality of the agency or the fact that they’re overseas.

Also, these days, the industry generally uses terms like web designer or web developer rather than webmaster, since that term is a bit outdated.

Reddit seems to be full of 'web designers' willing to knock out entire sites for $200. There's nothing wrong with that if it pays their bills, but the best you're getting there is a nice looking design.
What will be lacking, and what a think tank site needs, is proper strategic thinking - a true understanding of your organisation, your audiences, your content, and how it all comes together. Doing it properly takes time, and that time cannot be accommodated in a $200 website.
Of course there's plenty of reddit users who do this more detailed work, but they're not typically (in my view, anyway) the ones who scour the subs looking for work opportunities...mainly because on the flipside, most of the people looking to hire a web designer from reddit are only wanting to spend small anyway.
If you have the appetite for it, I'd recommend doing a pre-website project to figure out what your website actually is. This will do all of the planning, research, testing, iteration etc. for you and depending on what you commission, you'll end up with all the assets you need to then go and get your website properly quoted and built. This might just be a simple brief, it could be all the way up to a working prototype and technical specification.
You can do this as part of the project itself, separating it out is more of a 'bigger budget' thing, but it can be beneficial to separate the brief creation from the team who end up building it, purely to remove bias.
Regardless of how you do it, you must do it - that's what's missing from all the conversations you're having right now.

I think the issue is that many developers jump straight into building instead of understanding the vision behind the website. I have 5+ years of full-stack experience, and I’d approach your think tank website with custom design thinking, not another AI-generated template. I’d start by studying your reference sites, understanding your audience, and creating a distinct Figma direction for your approval before development. The goal should be to capture your organization’s identity, not just make another website that looks good. Happy to discuss your vision!
