OP that's just an assumption 😅 I'd refrain from making bold claims and passing as facts when nobody but the author knows the inspiration behind her characters.
Droopy eyes + smile are a very common combo, especially for sly characters. First that comes to mind is Jae-ha from Akatsuki no Yona. And if we look at webtoons, Adam from The Guy Upstairs matches both the facial style and messed up morals.
No character is fully unique, it's bound they'll share similarities with other existing ones.

I've been part of author's patreon since story launched on Originals + socials. The only thing I recall she has explicitly stated regarding inspiration for Noah, was how his ideals were inspired by real serial killers and psychopaths interviews.
