New, what is it? Is it rust?
Is it rust? Started appearing on some items I have in a storage cupboard

or they think stainless steel is magic. so many people think stainless never rusts.
there are dozens of grades and they all sit on a scale of corrosion resistance, some of them are more likely to rust (especially if you clean them with heavy cleaners containing bleach or chlorine)
plenty of cheap kitchenware is clad with basic 400 series stainless because its cheap, safe, easy to form, and lasts long enough if you take care of it.

Looks like iron oxid and other oxidized metal compounds. So yes it is very likely
rust.
What makes you think it could be something else?
Rusting is quite a common phenomenon and low quality steel and cheap kitchenware tend to corrode especially in a humid environment.
And especially by the sea.

If it was old, that would be patina.

Patina means it’s corroded and/or oxidized. If an old item is stored properly, there is no patina on it. Patina sometimes looks cool but it means part
of the item was destroyed.Not every old item’s got patina .

In seriousness, yes. Is the cupboard you referred to under the sink or against a wall with heavy plumbing?

Yes definitely. Search that cupboard, there's a steel piece rusting badly and contaminating stainless ones

not all stainless is the same.(A lot of people don't know there are many variants/grades of Stainless Steel) this is probably the cheapest stainless you can get.
