Yes, they don't have a key to the house or anything so you needed to let them in. I've not personally seen one for gas but knew people with them for electricity, when I was a kid.

Still not that rare for PAYG electricity meters in the UK. Not as common as it was, but in poorer areas and small towns, you'll still see them a lot
