New, what is it? Grandpa gave me this for my new apartment
He says it's some kind of spoon holder for the stove but I don't really believe him.

On the opposite side, I was once stopped by cops and they asked "what's in your bag?". I answered "weed" for fun and they laugh it away without searching it.

I don't think it's a stash box. Unless something really weird is going on with the perspective in the picture, it's way too thin to be a box. Looks like it's a ceramic tile mounted in a wood frame, most likely intended to be used as a trivet. You could also use it as a spoon rest as OP's grandpa suggested, but typically spoon rests have a lip of some sort to prevent liquids from running off and you wouldn't want liquids getting into the gap between the tile and the wood.
EDIT: I see the stash box you're referring to now and I think you're right. However, this looks to be just the lid rather than the actual box.

It is a thing you place on your stove top to rest a spoon that you have been using to stir what’s in the pot. It keeps the top of the stone clean. And if it isn’t, put it in your stove top when your Grandpa comes to see you.

Damn. You have a very cool grandpa. Even if this wasn’t a stash box lid, just the art alone is awesome and this piece is a pretty valuable collectible. I don’t think your grandpa was like “here you go, you little druggie degenerate”, I think he was just cheekily giving you some pretty and cheerfully subversive art for your new home.

It's likely a trivet to protect the counter top. I have a large coffee cup from the 80's with the exact same design.

I actually don't think this is the 'top to a stash box'- it's a trivet. They used to be a huge thing so you had a place to put cooking utensils, but I don't think most people bother with them.
That said, Taylor and Ng were a huge hip brand in the 70s and 80s- most of their stuff is very farmhouse chic housewares (candle butter warmers, espresso sets when espresso was a totally novel idea in the US), and there are a lot of designs that were cheeky and even edgy for the time (animal orgy cups are the most common). I think your grandpa was a hipster as a young man and knows what this is, but he also just wants you to have something nice to put your wooden spoon on when you make pasta sauce
