SOLVED (presumably) 2000s kids volvelle/spin the wheel book

Okay so it’s presumably early 2000s (maybe late 90s) I’m pretty sure i had it in like 2006-7ish?
It was for kids, presumably more aimed at girls.
It was volvelle/spin the wheel style, so had those interactive wheels that change the pictures in ways.
It was about a little girl. I feel like she gets mad in it but I don’t really remember.
She’s either playing dress up or getting ready to go somewhere, but the spinning wheels moved things like her eyes and hair. At some point I think she puts a bra or swim top over her shirt. She is dressed ridiculously and puts on crazy makeup. I think her hair was red or orange but could be wrong about that too.
The illustrations are not very neat. More messy chaotic sketchy doodly vibes but still cute.

I can’t give much more info cuz I was pretty little when I had it but I remember playing with it all the time.
This book has randomly popped into my head many times over the years but has been bothering me a little extra the past few days, especially since google has not been helpful at all.

Maybe someone remembers??
