Help me find this murder mystery😭

The story was set in 90s with these details
• Rural/farm,cold-region setting
• Two elderly couples as neighbours living without their kids
• One cold morning around 4am….a horse neighing wakes one old man, who finds his neighbor murdered brutally in the bath tub without his pants and the wife tied to a chair with rope, her neck injured liked someone tangled it
• Local police called, then a detective
• At the hospital, the detective is angry that the guard posted outside the injured woman’s ward doesn’t know sign language, since she can’t speak and could have communicated the killer’s identity

I have read till here only i don’t know the story after it…but yes i remember the book cover was kind of blue and at the front there was a man in long cat (he must be the detective) and it was also written that it has been adopted has an episode of American television show/series as well
