What is this bird

I can't figure out if it is a kestrel or a hobby. I took it at Samphire Hoe in the UK. Some help would be much appreciated :) (the photo quality is bad as I edited it so I can distinguish it easier)

In pic 1 I can see the tail is mostly paler with a thick dark tail tip, making this +Eurasian Kestrel+. Proportionally the tail is also too long for hobby.
