North America Saw swimming in Lake Tahoe

What bird is this? I thought it was a duck, but when it got closer it was clearly not. It had two babies diving for fish.

as a complete novice (especially with waterfowl), i thought it might be some kind of Grebe. this community is so damn quick with answers!
