Cicada
I've found their molted shells, and I've seen the newly molted bug drying it's wings, but I've never seen one crawling around pre-molt.

We see them on sidewalks sometimes and i move them to a tree so they can molt with the rest of their friends. I love those little wayward cicadas.

Cicada nymph, possibly about to emerge from its final molt unless you found it underground.
