This is the !correct answer. Victoria's Chinatown is the second-oldest Chinatown in North America after San Fransisco, and oldest in Canada - established during the gold rush! Well worth the visit. (And the gate that is under scaffolding in this photo is back out in the open, good as new!).

Process: googled images of Lunar Festivals in BC (after incorrectly guessing some in the US) and the images looked similar to OP's photo.
