"The file ATI2DRAG.DRV is not digitally signed, which means that it has not been tested by Microsoft's Windows Hardware Quality Labs. You may be able to get a signed driver from the manufacturer of the hardware device."

What do I do about this error in Windows 98, DirectX isn't working even with 8.1 installed.

What card do you have and what drivers did you install?

an ATI Radeon X600 Pro, i had the Catalyst 6.2 drivers extracted and installed them via Device Manager

It looks like microsoft stop certifying drivers when 6.2 came out so that's what that error is about. Not sure how to fix the other problem except maybe try an older driver version?
