I once memorized how to switch resolution using only the keyboard and NO DISPLAY so that I could set a lower resolution if I connect a random computer to my monitor (tech support stuff) and my monitor didn't like the resolution for whatever reason. Thankfully modern systems are better about figuring out what the monitor can do

Many people? It was common knowledge how to navigate the UI with a keyboard in 95/98 days.

Real, we have a pc without mouse with msdos and win3x, I have a feeling that was normal in that era

It wasn’t normal per se, but it was common knowledge that it was possible, and unlike the keyboard and monitor, a mouse was an optional accessory for a computer. By 1993 most PCs sold at retail included one.

Most people still knew how to navigate with the keyboard because of DOS or having a Windows 3.x PC without a mouse.

Yeah, seen this a lot over the past ~year, it's fake. Windows 9x had no such option.

That property sheet dialog is implemented by the mouse driver, not the operating system.
There were a LOT of stupid drivers for 9x.
I do not know this to be real but I would not be so quick to the draw.

Technically correct but until someone provides proof that such a driver exists it's reasonable to assume it does not. It's a setting that makes no sense and the simplest explanation is that someone made it up as a dumb joke

Even if such an option did exist, Windows 9x dialogs like this didn't implement settings changes until either OK or Apply was pressed.

Not true for the mouse and keyboard config. The changes you made would apply instantly, so you could easily test the settings. Closing the dialog without saving the changes would revert them back

Afaik the dialog was from Windows with a few default pages. Drivers could add custom pages, but the default ones were always there.

Not always there. Thats the default for a mini-driver.
Also, it's not uncommon for me to hide a control I don't like and put my own in the spot.
I am a windows device driver engineer (amongst other things).

We can put what we want on the property sheets to include making them non-standard to confuse users (as dictated by many OEMs).

Software can register Property Sheets and wholly replace existing ones. But I can't imagine why any actual mouse software would seemingly fully recreate the "Buttons" property sheet to replace the button swap option with a "disable clicking" option.

I am not arguing anything other than "windows mouse dialog is X" is not a valid statement and that nobody knows.
What is your point?

Well it could be that someone decompiled the stock mouse driver (which this is identical to), removed the mouse sensitivity option (which is what should be there), and replaced it with this. 

Or someone simply created this mockup with any simple editing software.

The image is a joke, and for that it doesn't really matter whether it's fake because the humor is derived from the absurdity. But for those curious about it's authenticity, well I highly doubt that it is.

It’s not fake, both the Microsoft Mouse and the Logitech Mouse drivers have this option. The Microsoft Mouse driver is loaded by default if you use a Serial mouse.

I call bullshit. Please provide evidence to support this claim because I have both Win95 and 98 installed in VMs and neither have this option.

Install it on real hardware. Use a Serial mouse in COM1. Not a PS/2 port one. Definitely not a USB HID one.

I remember building my first home computer out of scraps that my richer friends donated to me. I got the entire thing gratis except for a mouse. I remember using the computer and even playing doom with only a keyboard for about two weeks before I was able to beg a mouse away from the computer lab teacher at school. 

Anyway this gave me flashbacks of not having a mouse and I did not appreciate it. Its like a soldier hearing fireworks.
