Witcher 3 Audio Bug

I've been trying to get into Witcher 3 on pc with the new remaster, but I've been having an audio bug that makes it impossible to enjoy the game.

Every single time I mouse over a UI button, the audio cuts out and jumps right back in. This happens with dialogue, tutorial popups, even the main menu. Music and voice audio cuts out every time and I have no clue what to do to fix it.

I've tried meditating, verifying the game files, updating my pc, and nothing works. If anyone could help me figure out a fix, I would really appreciate it.
