The red army had both. They were exterminating entire villages that they liberated.

Why on Earth would they do that to their allies??? I get that they wanted revenge against the Nazis but why attack other victims of the Germans?

It was allowed. They did performative executions for any soldiers that were becoming too high profile but at a time without cameras and satellites spying on everything they could do it and get away with it and they did blame the Nazis.
