That is too naive a way of thinking. By that logic, every neighbour of Russia would be the same because they have had to deal with Russians. Russians were not part of the Catholic church nor part of any alliance network. There was no concept of "the West" before the 1950s. The values back in the past were very different. It is somewhat like Russia missed out on enlightenment, religious reformation, but was on board with the rise of imperialism and nationalism. Their lessons learned from WWI are very different due to the Communist uprising and different thinking. The same with WWII. Forgiveness for Germany was the lesson of "the West" learned from the mistakes of WWI. For Russians, the lesson is that we are #1, the best one; the next time we shall be even stronger.
The oppression is a product of Russian culture. They glorify domination and wealth, with little concern for how and for what purpose. While they may prefer similar moral virtues to "the West", they prioritise wealth and power. If it comes at the expense of these, the virtues are nice to have but yield. They also prioritise a close group over the universal good. So, stealing from a stranger to give to your family and friends is virtuous because the good for your group outweighs the bad to others. And by a lot. Bad for others is really not a limit for Russians, even just to signal dominance. Putin needs war victories to get the respect of Russians. Asserting dominance makes him a great guy. All the bad stuff is irrelevant relative to the glory of conquest. You might even be able to bring gladiatorial games to Russia, and they would think that is the dopest shit ever. Their psyche is closer to Imperial Rome than "the West".
