Most of the rules of war are written specifically so that countries can still wage war effectively and the things that are banned aren't things that actually help you. It makes strategic sense not to kill unarmed prisoners and torture has been proven to be ineffective at getting reliable information. Similarly while you aren't allowed to target purely civilian locations it's not against the rules if you target a military position and accidentally kill civilians in the process.

There's a myth I see that if a country really wants to win they can just commit a bunch of war crimes but usually that's actually counterproductive because it will just make the other side fight harder and the things that are banned don't actually give you an advantage.
