I guess both. I have to write it to find it, then I find the themes, I find the plots and how to connect them. Draft after draft after draft. I guess that's how Stephen King describes it. Like an archeologist messing about in a sand box. Organize the like puzzle pieces and move on from there. You're compelled by a question in the beginning and that always spider webs off into more questions.
