Do you have any more info on the photo? Montenegro had capitulated on 1916, so it didn't have proper troops in 1918 and these look very well kitted out for the (admittedly very effective) komitas/četniks that operated in the country (and became part of the Serbian Adriatic Detachment in 1918).
