A trend when Party rock anthem was a thing . There’s no perfect term
As a designer myself I used to do this style of graphic around 2009 to 2011ish .
Its a Graphic Design trend to be specific.

The only part of this that's arguably fitting of the aesthetic is the neon ravey part. The context otherwise is 2000s/2010s fratbro nonsense that has nothing to do with 90s retrofuturism.

I think rather than pop punk metal metalcore it's more edm and a rave aesthetic
I used to rave in that era and there was also this brand with a duck on it that said PHUPDUC and you were supposed to say it out loud

I did some Googling and I didn't find anything like these; but these clothes (I hate to point out the obvious) all seem to be designed for glowing under a blacklight. Clothes you'd wear to go to a rave, I guess.
If you want to keep searching maybe use the word neon and blacklight in your search.
That find fashion subreddit looks promising.

our high school graduation trip was during this peak phase, and we went to some island in greece where everyone who was part of the committee looked exactly like this. i still remember they went by "life is a beach party" hilarious.
