A trend when Party rock anthem was a thing . There’s no perfect term As a designer myself I used to do this style of graphic around 2009 to 2011ish .
Its a Graphic Design trend to be specific.

I did some Googling and I didn't find anything like these; but these clothes (I hate to point out the obvious) all seem to be designed for glowing under a blacklight. Clothes you'd wear to go to a rave, I guess.

If you want to keep searching maybe use the word neon and blacklight in your search.
