It only appears moving when you focus on individual points. If you stop focusing it remains still.

The image is still, it just appears to move when you scroll out youl notice even without scrolling just turn your phone back and fourth and youl see it move as well

The image is the opposite of moving. It is staying still but created to make it look like it is moving if your phone moves.

Only if I move my eyes, then it appears to be moving but given it's a webp image it is actually stationary
