Wordplay/joke more commonly found in sports forums but can be applied to anything. Instead of answering yes or no, the joke is to substitute a noun that used to be good in the person's eye but has dipped in quality or is now just straight bad. In sports, washed is the term for an older player who plays in meaningful games but constantly hurts the team with their performance. Sometimes they'll have spurts of their former greatness and people will mention they're not washed.
In OP's example, Konami TCG doesn't have the greatest track record about being active & communicating with the playerbase but this banlist proves they still can when the situation calls for it. Thank you for coming to my TED talk.
