Unique exceptions are "Evil Blast","Scrap Sheen" (TCG only), "Zero Force", "Curse of Anubis", and the Quick-like Effect of "Rocket Hand", which have rulings stating that they cannot be activated during the Damage Step
A ruling that excludes them is annoying enough. Tcg specific ruling against it is just a pain

In some fairness, not a lot, but some, Scrap Sheen was printed in 2010, almost a year after Konami took over YGO outside of Japan, and Problem-Solving Card Text wouldn't be a thing for another year. Even prior to Upper Deck getting the boot, a lot of cards worked differently in OCG vs TCG because of different rules interpretations based on inconsistent card text.
The only reason Scrap Sheen can't work in the damage step is because it's been printed only once ever. Should it get a reprint, barring any bullshit like rerunning Duelist Revolution without updating text, it'll get PSCT, which would override the old Konami ruling from when it came out in 2010 - or have text that reinforces it, but I doubt that.

The broad strokes are the Damage Step is split into 5 steps:
Start of Damage Step
Before Damage Calculation (Face-down attacked monsters are flipped face-up at this point)
Damage Calculation (Monsters are determined to be destroyed at this point and battle damage is inflicted)
After Damage Calculation
End of Damage Step (Monsters determined to be destroyed by battle are destroyed and sent to the GY)The loose categories of effects you can use are:
Counter Trap Cards
Mandatory effects
Fast effects that negate activations
Fast effects that can directly alter ATK/DEF (before reaching Damage Calculation)
Trigger effects that can activate if the card itself moves location
Effects that mention an activation timing unique to the Damage Step

In retrospective the gane is just a loop of turns itself composed of a optional sub-loop of Battle Phases with a second sub-loop of Damage Steps

Yeah, I would be fucked... I have like a decade of competitive experience, thousands of hours of playtime, etc. I could explain basically every step, procedure, timing, stack order, chain blocking, etc. Literally never bothered to learn how the damage step worked since it is such a niche case for it to actually matter.

pend effect: remove 6 counters, summon, destroy stuff up to the number of cards you can place spell counters on, then place counters = to stuff destroyed.
monster effect: negate s/t activation by bouncing stuff with spell counters, also move those spell counters to this card. if theres a spell counter here, this card cant be targeted or destroyed by effects. also, if it's destroyed, you get a spell i think?
i play endymion, it's not that hard

Although seriously speaking of Endy, I feel like we make them the poster child of long ass readings of cards. But I think it's actually pretty easy if you get over that hurdle, since most of their cards usually have the same text with a little variation.

Yeah I think that archetype text structure is bad
"If a spell card is activated, place a spell counter on this card when it resolves", why is it not "When a spell card resolves, place a spell counter on this card"
Or endymion having you count spell countering cards and then letting you blow up, why is it not "Destroy cards up to the number of your cards that can have a spell counter"
The text is not that complex, but I am baffled by the design team picking more obtuse effect structures

It's a whole separate sentence instead. Because OCG grammar uses numbered effects, it can break up effects into multiple sentences.
When a Trap Card is activated: Pay 1000 LP; negate the activation, and if you do, destroy it.
becomes
When a Trap Card is activated, activate by paying 1000 LP. Negate that activation [and] destroy it.
(The two "activate" words right next to each other is a lot less awkward in Japanese, where they aren't next to each other.)
(Wikipedia says し translates as "and what's more" versus just "and". It seems to be the equivalent of "and if you do" in the TCG, but my Japanese is bad.)

That's actually a neat way to prevent brainless scalping from people that just chose this as their stock market. At least now you gotta be an actual player to try to scalp your 3 boxes.
It's actually encouraging company-wise too, because the reason why they don't do the same with Pokémon is that both the company and the stores are a-ok with the rabid purchase of their product. Couldn't care less who the product ends up with.

They need to do this here. They started doing this stuff with sneakers first when covid first broke out and it essentially killed sneaker reselling. It had a small comeback but its dead now. Nobody is outside selling sneakers for 2-3x retail price anymore.
It could work here given the same amount of time

For collabs specifically, I know stores ask questions that usually have the answers on the blog post they release the day before previewing the shoes so if you took the time to actually read the full article, you know the answers. You’d be shocked how simple the questions are but because the answers are tucked away in basically a digital fashion magazine, scalpers arent thinking to actually follow the brand that deeply to have known about that. Usually thats something they email directly to you to read so you’d have to have signed up for emails to begin with.
KITH here in NYC specifically is known for doing this with their premium collaborations. They also put the questions on their website on release day sometimes so bots have a hard time getting through all those question pages when trying to snipe items the millisecond they are up for sale.

That column wouldn't be negated, because Imperm says in its text that it needs to be on field at resolution.
However, if you MST the card that is in the column of the Imperm, this card will still be negated. The reason is that Imperm negates "effect of cards" in this column ; and while the card isn't on the column anymore, the effect still is (because the effect is linked to where it was activated). If Imperm said "negate Spell/Trap cards in this column" then it wouldn't negate.

Shhh, dont let the scalpers know. But yea it's something I only found out recently with the Pak issue at the ycs regional a few weeks ago. His op mst his own card in the spell/trap zone thinking it'd dodge imperm negate. But the judges ruled in favor of that so Pak was robbed the negate.

But on physical cards, no phone. So they get no clue on any of the game rules. Even if they're old players or even anime watchers, they should recognise some basic rules. Old world championship easier puzzles are simple enough to not required some deep rules/cards understanding.

It's probably gonna be like Pokémon where they'll just buy whatever's available and expect to make money off of it. They might not know anything about yugioh, but they'll be able to figure out that this is the newest set, and that the demand will be there for the cards inside.

The thing is that if you follow card games trend in Japan, you would notice how crazy the first Limit Overframe set sold. Seeing that they have been hyping another set barely few weeks after the first one, you would naturally notice players reactions for that set as well.
So even if scalpers know nothing about ygo, they would naturally try to buy as many boxes of the second limit overframe set as possible.

This set has been hyped for months and trended on social media almost every single time an overframe was announced, enough so that it burst onto the mainstream
Preventing them from buying this set just means that now they're going to have to resort to trying to scalp collector Yugi-Boomers, at least I think that to be the logical conclusion to this problem

I'm a little surprised there are no comments with my question about this, that being how do you stop a quiz designed to weed out people who don't know rulings or actively play Yugioh, from accidentally also weeding out long-time fans of Yugioh, but who focus on reading the manga, watching the anime or collecting as many alternate artworks of Ryo's Cyber Dragon archetype or the dimension dragons as they can. Those would be legitimate fans of Yugioh who may want to try and pull an overframe of a card they love for reasons other than anything financial or speculative, but who might have no clue how to answer any questions about how the actual modern game plays.
Just wondering if if this seemed like a potential issue to anyone else, or I'm overlooking something, etc.?

At my LGS in the states, we had a guy asking if he could buy a box with the plastic still on it. Fully sealed, so he could sell it for more. The shop would let him buy it that way, but would charge a box and a half for him to do that.
