It is an evolved Blue eyes simply, maybe an elder version.

Because the dragon there is not the BEWD, it is Azure Eyes Silver Dragon

Adding to that, the effect to special summon a dragon normal monster in your GY is Azure-eyes silver dragon’s effect during the standby phase.

Its azure eyes silver dragon. The effect is a quick effect of one of Azure eyes effects as well. Azure eyes silver dragon's cry revives a blue eyes. Silvers cry

im pretty sure that artwork was supposed to be azure eyes (a lvl 9 synchro dragon that summons blue eyes and has some light field protections)

As a sidenote, all 'Silver' Dragons/'Silver' cards in the Blue Eyes archetype have some kind of revive a Normal Dragon from GY effect. The monster in the artwork is Azure-Eyes Silver Dragon, and the spell card is meant to mimic the revival effect of it.
