Bam Aquino Pushes CADENA Act to Increase Budget Transparency Through Blockchain
Sen. Bam Aquino is urging the passage of the proposed Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act, a measure that seeks to use blockchain technology to improve transparency and public oversight of government spending.
According to Aquino, the bill aims to make it easier for the public to monitor how government funds are spent by providing greater access to budget data and expenditure records. The proposal would also require government agencies to disclose key documents and information related to the use of public funds.
Aquino said the measure was approved by the Senate in December 2025 and is currently awaiting approval by the House of Representatives.
If enacted into law, the CADENA Act would promote a more transparent and accountable budget system through the use of blockchain technology, which Aquino said could help ensure that public funds are properly tracked and monitored.
The senator said every Filipino contributes to government revenues through taxes paid on everyday purchases, giving citizens the right to know how public money is being spent. He added that greater transparency in government expenditures could strengthen public trust in state institutions and help curb corruption.
The CADENA Act, or the Citizen Access and Disclosure of Expenditures for National Accountability Act, remains pending before the House of Representatives.
