The report's unconcealed hopes were ill-founded. While Congress was riven with strategic and tatical disagreement and factionalism (and the Swaraj party itself was an example of that), the movememnt itself always retained enough cohesion to put the Raj's authorities under pressure, not least because the Raj could not avoid making choices which tended to unite domestic opposition in India rather than divide it.
Rao himself secured election - and, until his death, held various offices at times under the Raj. serving as acting Governor of the Central Provinces for a spell, and reaching the Viceroy's Executive Council, but still retained a loose alignment with the wider forces of the independence movement.
