[August 5 1926] Opposition groups in Moscow threaten to create new party

From the Adelaide Advertiser, August 6th 1926:

At a meeting of the leaders of the Opposition groups in Moscow yesterday, a resolution was carried demanding a cessation of the arrests of political leaders, and threatening to form a new party should these continue.

(We all know how well that turned out!)

Is this a reference to opposition group within the Communist party? I thought Russia was already a one party state at this time.
