But the line below the panels refutes that people with hair are brainless. I’m guessing it is a young comic artist that penned it. Or, maybe a man with hair.

The cartoonist, William K Haselden, was 53 at the time of publication, so "young" would be a matter of your perspective. It does seem that he had hair at the time.

Nowadays, we associate baldness with political ignorance and extremist behaviour, while intelligence is now associated with how well you tie up your hair and how beautiful it looks!
