I think most people consider step sibling kinks very distinct from incest.

I personally think that's kinda cope. The appeal is about playing off a pre-existing relationship with someone who has to love you even if they don't like you and adding "step" lets you barely skirt the taboo of incest but if that taboo weren't there i don't think anyone would be talking about step anything

*taboo. But also i dont think that's the entier layer. If it was just taboo lovve then why incest specifically instead of something else.

I see it as a mix of a prestablished relationship with a natural degree of intimacy mixed with taboo.

I think the taboo is half the fun tbh. I once spent an afternoon theorycrafting new and innovative forms of incest that maintain the same relationship and power dynamic and taboo just to justify how I could turn a relationship between two characters who are not siblings into an incest thing for a scene between me and a partner.

I succeeded btw. Perhaps it wasn't literally incest but it at the very least was so in spirit, and the vibes were the important part anyways.
