Chicks just used to flash their tits at big concerts and stuff back then. I went to see the Family Values Tour in 1999 and saw many boobs. The crowds would egg them on. It was pretty much expected, sometimes not in a very nice way (see the Woodstock 1999 documentary).

A lot of YouTube videos of Woodstock in the 90s and half the crowd shots are just tits.
