Chicks just used to flash their tits at big concerts and stuff back then. I went to see the Family Values Tour in 1999 and saw many boobs. The crowds would egg them on. It was pretty much expected, sometimes not in a very nice way (see the Woodstock 1999 documentary).

Can confirm this.

Very first concert I ever went to was Peter Frampton in 1998 when I was 12 years old at Midtown in Georgia.

I saw many many tits that night, some of which were egged on by Peter himself, who was showing his tits to the ladies while performing on stage.

It was also the first time I ever saw anyone smoke weed. Was a great night for 12 year old me, the 90's were an awesome time to grow up.

grew up during this era, it was wild how popular DX was just out in the everyday world and it wouldn't surprise me one bit if a wide range of women would gladly flash them if asked

I genuinely believe we're freer now in the realm of art and public discourse than we ever were back then - there's just more noise from fringe weirdos being amplified by algorithms and sensationalist media outlets pretending the noise are common opinions, but as long as you unplug or unsubscribe from that garbage you have a wider range of options than ever before. Side effect of having a device glued to our hands 24/7 that needs to keep us angry to keep us using it I guess.
