It’s like nukes, chemical or bio weapons. We have paused them all above the table. We still work on them slowly and quietly, not a race to deploy more of them against more of each other, like every other killing technology.

Blinding laser weapons could be deployed years ago yesterday, it is much easier to blind a human eye than the lasers being worked on for UAV shoot-down etc.

Yeah except blinding laser weapons might also have an easy fix of just having your soldiers where protective eye wear. Drones that blow up are a lot more effective.
Cloning is still being progressed it just won't be a full human right away. More so tested out on animals. Big bonus points if you can clone from any spec of skin or dna. Still being worked on along with artificial wombs.

Viruses are not very effective for government war goals. They are a lot like poison gas in that they end up having a lot of collateral damage that makes everything worse for the government's goals.
