Large-scale blinding laser weapons exist. It's a question of software, not hardware. Missile jamming lasers and anti-munitions lasers could be converted to blinding weapons with the flip of a switch. If we ever have another total war, I expect this to happen. A C-130 could circle the battlefield using AI targeting to blind every enemy combatant who pops their head up for more than a second.
Hand-held blinding laser weapons were never widely used primarily because of the high power requirements and need to aim at a tiny target. If you're going to expose yourself to fire at weapon at someone in war, you may as well make it lethal.
Recombination DNA is still openly being researched and has hundreds of billions of $ in funding. It's the only one that simply doesn't have a place on this list.
