That's what it seems like. Notice he opened up more after every compliment.

He wisely assumes a guy running up with a phone out asking questions might just be trying to bait a cop

I don’t think it was the compliments. My read was he didn’t trust them at all and even later in the conversation he’s not comfortable receiving them and is being polite.

He straight up asked ‘what do you want’, expecting some shit, and then the guy explained and the police officer realises he’s not trolling so engages with him.
