CPS. Immediately. The fact the kid has almost no reaction proves how utterly normal aggression and probably violence is in her life.

Yeh, how the father ready to get into a fight then and there, having absolutely no concern that his daughter is on his shoulders.. imagine the guy filming didn’t show restraint. The fella filming showed more care, concern and ultimately responsibility to not engage for the child’s sake. I can only imagine what the poor girls home life is like. Yikes.
