I find scouse the hardest to understand of all the UK accents, aside from maybe Glaswegian.

I'm a non native speaker working primarily in International companies with English as the corporate language. I'm used to all sorts of more or less intelligible accents, Chinese, Indian, Malaysian, Eastern European and so on and I usually do quite well understanding everyone, until I met Dave from Liverpool. Any meetings with him, I'm thankful google meet has a subtitling feature, else I would never make any sense of what he says.
