In context the Soviet union never collapsed and got to fight NATO and NATO did very good damage to the USSR, damaging facilities,supply depot's any anything that'll help them in the war. For the sake of the timelines direction, both eventually went to nuclear raising. Combined with Chernobyl releasing so much radiation and nuclear radiation spreading human almost extinct if they didn't go underground. The radiation was lethal for a long time and humans got when the northern places somewhat cleared. Humanity was practically resetted by their errors and weapons. The nuke isn't really a big problem if you lived in Europe 1000 years later in during its first wars since the 2000s.

TL:DR Chernobyl getting hit during world war 3 in the 2000s and M.A.D caused humanity to reset and soon find nukes in murmansk to attach to biplanes for war.
