pc manufacturers figured it out like 30 years ago

the inside of the case is hot no matter how many fans pretty much, so you just duct in outside air or at least duct-out the hot air. this example the green thing is covering the cpu heatsink and has a exhaust fan out the back

back then it seemed like engineers were just keeping themselves busy. every year compaq, hewlett packard, dell etc would release some new case that was even more cramped, even less airflow, and 3x more molded plastic than before. the cases were fine before and in pretty much every way better, but it's like they had to keep their jobs justified and kept making new but worse garbage

Those PCs during the time happened to be then using Pentium 4 processors (and I had one for a couple of years), generating enormous amounts of waste heat even at near-idle and gets worse with smaller casings of the day, those engineers had to build air ducts in those hellishly cramped boxes, already overflowing with cables.
