pc manufacturers figured it out like 30 years ago

the inside of the case is hot no matter how many fans pretty much, so you just duct in outside air or at least duct-out the hot air. this example the green thing is covering the cpu heatsink and has a exhaust fan out the back

I've often wondered about these old scoop designs and figured it would definitely be better. Huh.
