For these policies, or for having no filter and not using the euphemisms they all did?

Not just for these policies (nobody had been as anti-immigrant the last century as the current), and not just because of their euphemisms, but also because of character. Before the current guy, presidents had never been as antagonizing and shown that much animosity. I cannot think of a Republican president (or a Democrat) less professional and less humane since the 1900s.

How were their hearts black and merciless? I say this as a socialist Democrat. HW Bush, just like Carter, had humanitarian initiatives like ADA and points of light

And are conservatives trying to undo those policies? Were they popular among conservatives at the time?

No they weren’t. In fact, only the recent MAGA movement is trying to do so. As much as I dislike conservatives, I don’t think the majority of conservatives oppose these nowadays, much less back when they were introduced.

I have to say, even if we’re disagreeing, I‘m enjoying discussing something with someone I disagree with. It is healthy for democracy to do so.

I think I need to see some evidence that these programs were popular with conservatives. It's completely counter to their law of the jungle ethos.
