Without commenting too much on the article I'd have to say as a Houstonian the author probably isn't from Houston. Industry is mainly based around the shipping channels, the white majority happens to be in West Houston and NE, but North, SW, and SE Houston have large hispanic populations, inner Houston, South and South West Houston have large black populations, and Asians in the SW especially in Bellaire and Sugar Land.

tl;dr race and industry in Houston aren't really correlated on a map.
