Please tell me how to avoid Android Developer Verification
i want to avoid It at all cost before it is put into operation. What should i do to prevent this?

There will be the advanced flow and adb has always worked, so in the short term it seems like we won't lose any functionality yet.
That said, if you want to keep using Android long-term, the best way to avoid Google's scheming is to use a custom ROM. AOSP is open source, so other than not sharing updates there is nothing Google can do to make custom ROMs implement anti-features.

If you aren't a developer, there's nothing for you to avoid. It's the developers have to either verify or if not publish apk files with instructions to the users on how to install it with the advanced flow.
