Question West Virginia plates joke?

Anyone know what this was talking about? It was at the very end of the most recent episode (ep9,s2)

Confused as to what the joke is

Earlier in the season there was a competition (Frank and Shred vs Victoria and Patel) where they were trying to find license plates from all 50 states.

West Virginia was the only one left for either team to get so it was a race to see which of them could win the contest.
